How can you count keystrokes while not in focus (in the tray for example)?

There is a need to write an application that will read keystrokes when it is not in focus.
One of the options was to register the Global Hot Key, but there, as I understand it, it is necessary to specify the modifier (SHIFT, CTRL, ALT, WINKEY). What other options are there for reading keystrokes?
