How can wp-uploads be scanned for unused images and removed?

There are images in the wp-content folder that are uploaded there in addition to the admin panel. Is there a tool, a plugin of some kind, that will scan it and indicate which of them are not in the media gallery of the admin panel, so that you can safely remove them?

Any sql editor just compose the queries you need. You don't think it's bullying, but that's the way it is. Put this script in cron and it will automatically clean up the trash for you
