How can this strange behavior of phpmyadmin be explained?

I decided to update my puff from version 7.0 to version 7.3. Connected an unofficial repository, installed packages, reconnected versions in Apache, cleaned everything related to versions below 7.3.

To my surprise, I saw in the output that phpmyadmin was deleted. I began to install it again - it requires puff version 7.2 + some more packages like php7.2-something-there-else. I look at what packages are needed, I understand that they were not automatically installed from 7.3 - I install it manually, changing the number 2 to number 3 in "php7.2-something-there-else". But this did not solve this incident. Okay, I think I'll install 7.2 and transfer to this version for now. Installed pma with dependencies and logged in with old password.

Surprise knew no bounds: the web server configuration contains version php7.3. How can this mysticism be explained? Why does the admin need the version below,
Puff was installed from one repository, and the admin from the official one. At the moment, in stable debian, the latest version of puff is 7.0. And in a third-party repository 7.3. Why did the admin pull up from a third-party server not the latest version of puff?

-just your myadmin is visible from the debian repository, and requires 7.2
-download it like this, no repository
