How can there be two sends from one bitcoin wallet?

When viewing transactions for the umpteenth time, I already find the same wallet in withdrawals or inputs, an example of such a transaction is

This does not contradict the standards in any way. You can
send coins to any address, even non-existent, you can even make several outputs to the same address in one transaction (it makes little sense, but you can)
