How can there be a working link to a file in github, but the file is not in the repository?

There is a repository on github: https://github.com/chris1111/USB-3.0-NEC/ and there are only 2 text files in it.
In the releases section, for some reason, the author did not attach the finished file, but gave a direct link to download it: https://github.com/chris1111/USB-3.0-NEC/files/269...
There is no folder in the repository /files and any archives. I took a quick look at all the commits in the github web interface and didn't see that .zip archive there either.
It doesn't fit in my head. In theory, when you click on the link to download this archive, there should be a 404 error, but the download occurs. What does it mean?
