How can the network indicator have a state of "not connected" but packets are coming and the network is working?

Hello dear community!
Please explain how this situation can appear:
in Windows 7, when connected via cable, the connection status icon in the notification area shows that the network is not connected (a crossed-out network icon), but packets are coming and neighboring devices on the network are pinging, the Internet is working.
The connection scheme is as follows:
There is a head router, at the whim of the owner, it is connected to it in the Zyxel Keenetic 4G adapter mode, a PC is connected to this zuxel with a PC cable, and such an incident is observed on this PC.
I note that the connection is stable and there are no drops.
When setting up the zuxel from this PC, the connection icon behaved correctly, as soon as the wireless bridge was installed, such a mess began.
Thanks in advance for any hints and possible ideas why this might be happening!
