How can I use a separate external physical network on a dedicated server?
I'm not so close to the networks, searching the Internet did not find the necessary information. I'm wondering - is it possible to purchase an additional IP-address(es) for a dedicated server from another provider? And how is it supposed to work, if possible?

technically possible. but for a private person is practically unrealizable.
If your server is in a data center where there are several Internet providers (this is almost any normal one), then it’s fine. You conclude an agreement, they pull their cable to you or negotiate with the hoster about transit through an existing link.
Z.Y. - it is necessary to separate "buying a range of addresses" and "renting from a provider". The first is much more expensive, and most likely in your case it is not necessary.
Almost all providers provide a VPN service (sometimes it is not included in the general list of services) directly or indirectly (for example, when purchasing another service).
Having raised a vpn connection and configured routing according to your logic (or, for example, by giving this ip to a virtual machine or a separate cgroup), you can use this ip address on your server
. This is available to both physicists and yuriks.
upd.
I need an additional IP for virtualization, and NAT does not suit you? use the same ip address will be used by any number of virtual machines that are connected to a local network (or several independent ones)
