How can I upgrade this build?

There is such a configuration:

I would like to upgrade to a level that would allow playing modern games (Assasins Creed. The Witcher 3) At least 30-40 fps. I'm at a loss as to what to replace first. Is it possible to overclock this iron?
And in general, is it worth doing this, or is it better to start assembling a new one, based on a new motherboard?

Well, if there is no dough for a new assembly.
That in principle, 30-40 fps will be achieved in the Witcher 3 and the assassin is possible. You need to look at what kind of memory you have, whether it will take 1600 if so, then you can buy a second plank such that it is 16 gig. Vidyahu gtx 1060 for 3 gigs can be bought on the secondary market for ~ 8k. Your percentage if a good tower cooler is on it, if not, change it and you can drive the percentage up to 4gz + (but here you need to look at what PSU you already have and it can be replaced) It is advisable to use a 500W Corsair for overclocking. In this case, you will get your honest ~ 40fps in games that you wrote on fullhd at high / ultra settings. But even then somewhere you will catch terrible friezes, for example, in the same witcher in Novograd, since there is a load from the screw on the fly and for this you need an ssd to avoid this, but as I understand it, you don’t have it. How do I spend ~ 14k on the RAM bar for a new video camera, a new tower and maybe a couple of additional turntables in the case (provided that the power supply is normal and not counting ssd) and troubles to get on fullhd in not the most modern games ~ 40fps is mouse fuss. Well, I sat on this one for a year, I only updated the video card, and I didn’t experience problems in those toys that I played.
If I were you (if the budget is not the largest) I would buy 1060/580, add RAM if possible.
List of toys I played on 2500k + 1060 3gb + 8gb RAM:
The Witcher 3 - almost ultra, hair off, ~60fps,
Deus Ex Mankind Divided - medium-high, closer to high, ~60fps
Nier: Automata - maximum, too everything worked fine.
Fallout 4 - similarly, maximum settings and great work.
I haven’t played the new Assassins, I suspect everything will be sad for this prot.
As a cure for sadness in assassins, you can think about zeons from the Chinese, if the motherboard pulls 2650 - why not (but this is a risk, again).
