How can I ssh into the server?

Returning to yesterday's question How to access the server as root?
I can't ssh into the hetzner server at all. Only through the server console, but it is impossible to work under it.
PermitRootAccess is already in sshd_config - it still does not enter.
Password sent by hetzner along with host-key

Can I do something with the keys? What if I don't have root access?
Add ssh-keygen -f hosts -R server_IP
causes Host server_IP not found in known_hosts Copying any key from the server will not work for me through the virtual console. Hetzner wrote to this problem "Go to ...., we only deal with iron." What to do?
