Somehow the password from the Bitrix CMS administrative panel was changed, the password from ftp remained.
How can I return access to the administrative panel through it, for a specific user?

If you just need to log in to the page under a specific user, then go to any page via FTP and just write at the beginning of the page after connecting the Bitrix header:
Instead of one, specify the id of the required user.
BUT! Anyone visiting this page can automatically log in. So I strongly recommend creating a left page (which only you know about), and then delete it completely.

Not via FTP. The fact is that the passwords are in the database in encrypted form. The only way is to find an encrypted but known password in the database from another Bitrix and replace the unknown one with it.
PS Where exactly is contained in the database now I don’t remember.
In general, you can contact Bitrix support, I think they will help you there.

You can easily upload
phpmyadmin to the host
, look in the Bitrix config for the login password for the mysql database,
go into it, change anything you like, passwords (you must use a hash), rights and much more.
