How can I remove the limit on the number of sendmail processes that can be started?

There is one highly loaded mail server, when a lot of mail comes in, ps ax hangs from 99 to 116 sendmail processes, and apparently no new sendmail is started to receive mail, and clients hang and wait for sendmail to be released.
I wish sendmail would run more processes.
