How can I prevent a user from deleting photos from a shared google photo album?

Google photo service is used for reporting. But there is a small drawback - the author of the photo can delete it, which is not good.
How can I prevent a user from deleting a photo of which he is the author?
Or perhaps there is a way to automatically backup photos uploaded to a shared album to another album with a change in photo ownership?
