How can I organize the synchronization of files on a bunch of iPads?

Hello!
There are 200 iPad Air tablets connected to the Internet. There are some pdf files and some folders with images.
I would like to be able to put folders with images and pdf files in some place, and they scattered across all iPads and were available. By what means can this be organized? iCloud, as I understand it, only for photos?

You can use cloud storage like YandexDisk or DropBox - I just don't know how automatic it will be.
Or you can put them on the same AppleID - add photos to the photo stream, and pdfs to the "cloud".
