SIP telephony with an API that can be used from a Google script by swiping more text through TextToSpeech, pronouncing the name of the subject and sender in the call. As for the standard means of gmail'a, I doubt that there is such an opportunity.
You can do this:
1. Receive mail via api, see if there is a desired letter.
2. Through the operator's voip, make a call. But, here you need a virtual PBX, number, etc.
You can do as other commentators advise: mail API + VOIP API.
Or you can write an application for a smartphone: also check mail and play a sound file (if necessary on this phone) or automatically call from this smartphone to the desired number.
