How can I find out when a new device is connected to the network?

Good day to all, I’m interested in such a question, it’s clear about network scanning and its monitoring, but what I’m interested in is the appearance of a new device on the network, for example, they connect a new PC and I need to find out its ip address and actually something like the notification itself, do you have any ideas ?
Interested actually on the following wasps, debian and for windows server 2012 r2

If the IP is taken from your DHCP, you can monitor the issuance of new ones there.
But at the stage even before that, there is only MAC, that is, you can dance from it. Then you need a switch monitoring service.
What do you need? Maybe you can just block unfamiliar poppies and that's it:? And the new ones will tell you when you need to connect something.

arpwatch is a great thing :) a must have for any router.
How to do it in Windows - I don’t know, Windows is the axis for toys and films. It may be possible to check on switches and send a trap via snmp, unless of course the switch can do this.
