There is a task of constructing histograms in C#, Win Forms.
In one Delphi program I saw this kind of histogram, one of the features is that you can click on any area and see a specific value, and not figure it out by eye and select the value on the left (along the y axis).

C# has standard "chart" facilities. Is it possible to organize clicking on specific elements with tooltips there, or are there some free tools with more functionality?
