You can definitely do it in Adobe After Effects: they can read data and associate any properties with the read parameters. But he has not yet figured out how to automate a smooth change in the positions of neighboring countries, always rising from above over falling.
Another option is to make the entire graph and its animation in a web environment using the same D3.js and then export it to video programmatically or simply by screen recording.
