How can I connect to a Windows desktop without Internet access from another computer with Internet access and they are on the same local network?

Hello!

In a small organization there are 10 computers, 9 of them are connected to a router, the latter is connected to a router. Also, one computer is connected to the router. The point is that for 9 computers access to the Internet is prohibited, the rules are written in the router, and only 1 computer can access the Internet.

Please recommend software for accessing desktops, also to be able to connect from outside the organization to those computers that do not have Internet access, from a computer with the Internet.

Correctly, I understand that you still have to install RDP / VNC servers on these 9 computers so that you can connect to them from that one computer, and you also need to install an RDP / VNC server on it so that you can connect from outside the organization?
Or is it possible somehow differently?)

The correct way is to configure "router connected to router".
