As an option - distribute the proxy address using dhcp and dns (wpad). Minus - not all clients support automatic proxy settings.
Or take a router with OpenWRT, dd-wrt, etc., install squid on it, configure cache_peer . Set up squid as a transparent proxy. Minus - problems with https.
But the question arises - why, when you can just raise the VPN and configure routing?
