How can I bypass blocking programs by the provider?
The common provider has blocked most of the programs that require an internet connection (such as torrent for example), before the issue was resolved by using a VPN. Yesterday, VPNs themselves stopped working en masse, all at once and with all types of connections, while all kinds of Skype still work. Internet wireless, from the router in the hallway. Is there any way to bypass this blocking, and if so, how?

Everything can be bypassed.
And how exactly depends on how it was blocked.
The provider cannot block programs; it can block access to certain addresses, or a certain type of traffic.
Does it work through a proxy? Which VPNs don't work? How exactly do they not work?
Need a more detailed description, what vpn did you raise? to where?

(most likely, any methods of proxying / tunneling traffic through ssh will help).
You can bypass it, but in your case, you probably shouldn't do it. I believe that the provider is not doing this out of spite, but is trying to save the band that is used by your hostel. It is possible that if you start bypassing these restrictions, there will soon be no Internet at all in the hostel, since the band will be so full that nothing will work properly.
I would use SSTP tunnel. Port 443... the provider probably won't block.

I didn’t try the proxy, the VPN tries to connect for about half a minute and just interrupts the connection. I have HideMe VPN, but a number of others, they say, don’t work either. The whole hostel has been using them for two years now, everything worked fine, the speed is on the level.
