How can I set up a date field so that if the condition is not present, then nothing happens. If yes, then a window with a date selection pops up for the user and a task for the user is created based on this date

For cloudy Bitrix24 - no way.
The business process is not associated with the user context and does not know where the user is now, so it cannot show him any window. Your task can be solved with the "Request additional information" action, but this is an additional step in the BP, not a visual change.
The option with a "pop-up" window can be implemented in the boxed version of Bitrix24 by attracting a developer (you can't do it yourself).
