How can a phone without internet access the internet?

https://market.yandex.ru/product--telefon-irbis-sf...
In the billing of a mobile operator with a SIM card installed in the above-mentioned dialer, charges for the Internet appeared.
I understand that most likely this is their "mistake", direct deception is not the point.
How to argue correctly? For example, the GSM standard is only mobile communications.
2G/3G etc. poorly oriented. In billing it is specified 2G. Is it possible to dig out for example phone specs and see if the chip/processor/etc supports 2G?
In the characteristics of the phone, it is stated that there is no possibility of accessing the Internet.
Tell me about technology, what to look for in general?

Question removed. It turns out that it synchronizes time via GPRS.

At the same time, the absence of Internet access was officially announced.

In the connection settings "Access point name", "Gateway", "Access point address" (it can be called differently everywhere!) For the point used to access the Internet (and be sure to delete all the others!) You need to set the value: 127.0.0.1.
In no case do not leave an empty field - this is perceived as "at the discretion of the OS".
This is a 100% proven solution that works on any phone that can work with GPRS/2G/3G/4G, etc.
