And at the same time access to files was fast.

It does not depend on technology, it depends stupidly on the speed of the Internet.
And so - you can use windows and its roaming profiles.
You can store all the user's documents on a cloud drive like google drive - when you log in, the files are downloaded locally and then it will be fast

You have several questions - let's answer one by one.
1. How can I make sure that on each computer at any point you can log in under a specific user?
It is necessary that there is either a common user database, such as Active Directory or cloud Azure AD \ Active Directory in the cloud, etc., or someone manually created accounts on all computers.
2. so that the User directory is completely the same for the user that he will enter on one PC entering this point, what on the other? And at the same time access to files was fast.
There are several options here.
a. In the case of a deployed infrastructure, these can be roaming profiles. To ensure speed, either DFS with nodes at each point, or simply file servers with Branchcache can be used. Or you can store the User directory in cloud storages such as Google Drive\Yandex disk, etc.
But all these are just options that can be used.

Put everyone on the same VLAN and set up roaming profiles.
And at the same time access to files was fast.
Provide a fast communication channel between points.
