Option 1:
Personally, I usually make a regular shadow, then create an empty layer on top, select that layer with a shadow and an empty one and press Ctrl + E (combine these 2 layers into one). The layer becomes rasterized and I, using a pen, make a selection on this already raster image / layer, such as it is necessary (in your case, you can make an oval selection in the center and press Delete, and then blur with a droplet those areas that are not cloudy yet and those areas that are cloudy from above, select with a rectangular selection and delete, so that everything is even on top).
Option 2: You can immediately draw such a shadow with a pen, then blur it and cut it off with a rectangular selection on top and finally set the transparency to 75% on the layer (or at your discretion)

Shape → Shadow → Shadow to New Layer (right click on layer effect)→ Warp Transformation (working with the shadow directly). → Blur, transparency to taste. On top we put the elements that should cast such a shadow or rasterize and crop.
