How are piracy issues regulated in Ukraine and Russia?

Firework! As I understand it, pirates in Europe receive fines for downloading unlicensed music, movies, software, etc. And how are things going with this in Ukraine and Russia? Could there be something similar, does it make sense to insure with VPN?
Were there precedents that a person received a fine for downloading a film?

Russia:

First, there are "two big differences". Even three: the first is to go to the Rutracker website, the second is to download torrents, and the third is to store content protected by copyright holders on your computer.
The latter, namely the storage of such content on a computer, is tantamount to use (Article 1270 of the Civil Code of the Russian Federation: “At the same time, the recording of a work on an electronic medium, including recording in a computer’s memory, is also considered a reproduction). Also, the Civil Code of the Russian Federation notes that it does not matter whether you use such content, for example, pirated software to make a profit, or not. That is, even a pirated Photoshop installed on a computer is a violation of the law.

Different approaches in the Russian Federation and, for example, the USA.

  • Nothing is blocked in the US, but the user is responsible.
  • Websites are blocked in Russia. And strain for distribution, if not laziness.
