How are mobile applications developed?

Everything that will be written below is solely my opinion
. In my opinion, in 2018 creating applications in Java or Lens C is such a thing, it would be much easier to apply the classic scheme (front - back) in mobile development. And ideally, develop one adaptive site, which will be "converted" into an .apk wrapper and deliver such an application. Indeed, what is not an option?
That's the question, do they do it at all? And why?
--------
I got angry about PhoneGap and Cordova, so I realized that this practice does not count very well, low speed? Is there a lot that can't be done?

@onepavel

This has been done a lot over the past few years, especially gambling.
But Google has been wrapping similar webview applications for half a year already =)
Although the craftsmen write that they still manage to push this into the market.
