Which CSS mobile framework to choose?

I want to write a small project only for mobile devices on a pure web. Do you want your web application to end up looking like a native one (IOS, Android, Windows Phone) and automatically switch styles depending on the device they are running on, to be more similar to native applications?
Advise which css mobile framework is most suitable for my task?

Tell me who had experience integrating Ratchet 2.0 and PhoneGap? How is the performance? I read reviews, people write that PhoneGap is a very slow thing.
