How are games like Truckers developed?

Hello specialists!
I'll come from afar.
I am a fan of simulators like Truckers and Euro Truck Simulator. Neither the first nor the second option suits me fully.
I would like to understand what the game is like from the inside, how the main game processes are carried out, etc.
It is worth noting that I have quite a lot of experience in the development of highly loaded systems, but I have never been involved in gamedev, I was not even interested. I think now that moment has come.
So:
1. What are such games written on (PL, technologies, engines, etc.)?
2. Why has not a single really high-quality game been made in this direction so far?
3. What problems arise when developing such games?

1) Depends on the platform. Universal - c++. Render in OpenGL/DirectX. The engine is a layer between the render/platform methods and more playable entities. It's better to use them, yes. There are many, different ones, it is difficult to advise (few input data).
2) 18 wheels of steel - very high quality (there are a lot of parts)! Most likely, development is simply not profitable - people do not eat.
3) A ton of problems and another ton. Starting from disputes about what will be in the game and ending with licensing and distribution.
