How to start creating a text quest?

I saw the same question.
But they answered there with a plot and forks.
Is there a website or program that would be convenient to make forks?
And the second question. Let's say I created a plot, thought out the forks. How can I do the code part?
I heard, or rather read, that you can easily build code for a text game on the Java JDK.

Nonsense, in any language it is the same if done from scratch.
A text game is a very flexible concept, write (you can in a personal message) what exactly you want (parser, CYOA, Lifeline clone, something else) and for which platforms, I will help with more specific advice.
