How are CSS connected?

Don't drink too much! I'm just getting acquainted with OpenCart, and I can't figure out where CSS files are linked to the page from?
In common/header.tpl there is a loop with links.
How do they get into the array? Somewhere in the admin panel are indicated? Or does he take the entire style folder?
