Certainly.
The layout of the "Recommended Products" block is located in the default/template/product/product.twig file.
Look for the block in a cycle:
{% for product in products %}
Make a slider out of the block, and that's it ...
If there are problems with this, then look at how the products are displayed as a slider in one of the modules of your theme, and do the same in the product.
