How are app reviews sorted on Google Play?

Can you please tell me on what basis reviews for applications on Google Play are ranked? Why are some people's reviews/comments higher? Tried to use "thumbs up", "thumbs down" for reviews - nothing happens. What is the principle anyway?

I think they change randomly. because for a long time the picture is one, and then it changes without any logic (at least I don’t find it)
