How and with what to open a .cat file?

It is necessary to open the .cat archiver, I found some solutions for the total commander, but x32 plugins do not want to work under my tc x64. I also found such a plugin for far manager:

But I don’t understand how this plugin just works, I installed it under far manager 3.0 x64.

In the general case, you need to press Ctrl + PageDown on the archive, you can still try it through F11.
To be honest, I noticed only after this topic and read in the documentation that cat-files are the resources of some game. I know cat files as digital signatures of drivers - they are never archives, no archiver can open them.
