How to scroll through files in Far manager 3?

On win7 scrolling the mouse wheel moves the cursor over files. On another machine in the same situation, the window with panels just disappears from the screen.
How can I fix it? Does it work at all?

Revealed that this problem occurs only on my version of win10 (1607)
On newer versions of the OS, the problem does not repeat.
