How and where to present an open source project?

There is a ready-made project in the beta version, the creators have a desire to make it completely Open Source, but there is no experience in this area.
How and where is it better to present a project in order to attract developers to it, and then users?
The theme of the project is global, but localization is only in Russian so far.
