How to distribute open source programs and libraries?

I have several programs in Python and C#. I wrote these programs primarily for myself in order to make my life easier or practice in a programming language. Now I want to put them on the Internet for free so that people can use them.
What is the best way to distribute free and open source software? Do I need to make any agreements, such as EULA? Do I need to file a copyright? How to make the program visible and at least flash somewhere?

Do I need to file a copyright?

Inalienable copyright does not need to be formalized - it arises by itself at the moment of completion of work on the object.
Alienable copyright is formalized by a license - GPL, BSD, MIT or some other, up to the point that you can come up with your own license, in which you can prescribe the conditions you like :) Usually, alienated rights are fooled when they want to sell :)
