How and where to learn how to properly set up effective Internet marketing?

Hello, I work as a system administrator, I set the task of Internet promotion, seo on the site was established, so it was decided to launch Google and Yandex advertising companies. Created, set up, but for some keywords there are no companies at all for other competitors, and for 3 only we. There seem to be 40k impressions in 2-3 weeks, and only 300 clicks (from both resources), and then I asked myself what I need to study this whole thing better. The mechanism of search engines, etc. but in particular, now I’m wondering if I chose the right keywords, set up the companies in Google and Yandex, maybe someone will throw some material, not for a beginner, what is ctl, but how to really effectively set up, in particular, the same Google ads and Yandex direct

Hello,
if you have 40k impressions, then you set up YAN, right? It turns out that the CTR is 0.0075%. This is very little. You have 100% a bunch of garbage in your key phrases.
How to downvote key phrases? Create any company in rsya and click the button in the ad group: refine. Then remove non-targeted requests. Then copy the list and transfer it to Google adwords.
If you have a CCM configured, then it's better to remove it. It is much more complicated to set up YAN and from there you will only receive garbage without normal settings.
You can read a bunch of articles about setting up an advertising campaign.

billyfred's answer already has good advice, I can only say that it is worth testing different ads for different devices. And don't forget about customer needs. Perhaps the announcements have little to no correlation with pains and needs.
Do all sorts of experiments: set up tiny campaigns for other audiences, if possible.
