How (and is it possible) to build a desktop app in XCode without a developer account but also without publishing?

I relatively recently switched to a poppy, I wanted to know if it is possible to get a built (ready to run without a development environment, like an EXE) application without a paid subscription for a developer account?

With the new version of the Apple OS, they were allowed to run applications without a developer account. Can't just publish
