How and in what language to create your widgets on the ubuntu desktop?

I want to display the RSS feed as a widget on the desktop!

depends on the desktop you're using, but basically yes:
screenlets & python for Gnome\Xfce\Mate
stuff Qt qml for KDE
Conky as the most versatile option
