Hotkeys do not work in the Russian layout in KDE Neon, how to set it up?

Installed KDE Neon 5.20. During installation, I indicated the localization of the Russian language. I noticed that the hot keys do not work in the Russian layout, but in the English one everything works (the terminal is called, copying, pasting - everything works fine). The question is how to configure it correctly so that hot keys work in any layout?

PS also missing keyboard layout icon indicator

PPS Used by Wayland, as need different scaling of workspace for different monitors
