Home server on Atom D425, is it real?
There is a device that previously served as a DVR, but since the need for video surveillance has disappeared, and it is gathering dust without work, the idea arose to use it in a home network.
What will the collective mind advise? What OS and software to use? Maybe there are some articles, FAQs, etc.?

An atom is just a processor =)
Here you also need to look at the chipset.
If you have Nvidia ION there, then a media combine will also work out of it. If not, then it won't work. And the rest will start on any basin.
According to your requirements, it should pull everything except video editing.
