Hints to elements should pop up instantly or with delays?

I’m considering how to improve hints for a flash page ( services ), I can’t understand how it would be better for new users to be comfortable and not to get in the eye with constant use.

With a slight delay. It is better to choose a delay value of 0.3-1.5 seconds, depending on how large the elements are and what area they occupy relative to the working field and their location.
Too little delay will interfere, because hints will pop up when the user simply swipes past.
Too large (3 seconds or more) is much worse than a small one, because when the user hovered over the element and waited for the system to tell him what action the click on the element would cause. Forcing the user to wait is not good , especially since he is in “painful thoughts” to press or not to press, and will I press what I need?
homeThe essence of the delay is to remove the random triggering of the hint. Those. the hint should not work when the cursor obviously "just flies by". But the user does not have to wait.
Why did I talk about element sizes and location - because if the “hinted” elements are in a place where the cursor often goes, i.e. next to other interface elements, it is better to slightly increase the delay.
Moreover, if the “hinted” elements themselves are small in size, the delay can be reduced (because it is very unlikely that the cursor will accidentally be
more than half a second above the 16x16 pixel icon).

And you look at how this is done in the same browsers (Chrome, FF, IE), where usability specialists had a hand and a head in it. Open your own site in different browsers and hover over the menu items. In Chrome, the same delay offhand 0.5-1 sec.
In this case, it will be more convenient for users and, most importantly, more familiar to use hints.
