The icon is what the user sees on their phone. For example, in the application list or on desktops.
For android and ios, this icon is needed in several sizes. The customer sent you lists of these sizes.
The customer asks to prepare an application icon. According to the links, the required set of icons, which he considers sufficient.
You are required to first make an icon for the application (preferably in a vector) for one of the main sizes (for example, 120px), approve it, and then prepare all the necessary sizes. First, it is easier to approve on one, so as not to redo all sizes if the client wants to correct something.
Some make it to the largest size and then simply scale it - this is the easiest, but not the most correct way. If there is porridge after a banal resize, then this is bad. It is more correct to adapt the icon for each size - if the details are blurred, then they must either be drawn or removed, if the essence of the image becomes poorly visible, then fix it, etc. All this is at the discretion of the designer. It’s up to him to score or not =)
You can read more about the requirements and principles for building icons in the official platform guides (if you haven’t looked at them when creating the interface, then be sure to study):
