Helpdesk + CRM + scheduler - what to write on how to find the right people?

Good afternoon!
I hope at least here they will be able to clearly explain which way to go ...
we have: a service company, most of the clients are businesses, a small part is the population.
about 100-120 applications for our services are received per day.
what we have now:
servicedesk system of domestic production, cloud.
for communication within the company - group chats
for tasks that do not fall under "applications" - we use Todoist
I would like all the functionality of the systems described above to fit in one application.
since we do not provide IT services, there is absolutely no understanding of where to start.
Ideally, it looks like this - find a programmer / group of programmers, write a prototype, run it to understand the functionality, and then complete the program fully.
where to begin?
where to look for people?
and of course, how not to get on "cool professionals" when you yourself cannot assess the level of competence?
ps And another question - if you order such a system to a separate group of programmers - what do you think the budget is?

Didn't you watch Okdesk? Position themselves as "Help Desk for service companies". There is also a planner. Chat - not sure

For starters, you can take a Planfix type constructor, which allows you to configure processes of any complexity without programmers. And at least prototype the desired system there. Minus Planfix - so-so usability, but if you need not checkers, but to go - it's quite suitable.
