Help finding tools to create a website

Hello, the question is actually very general, but still I would like to know: what tools, and indeed what you need to use, in order to create something similar to this site: ssz.ru (in no way PR, just a small idea has been living for a long time)
What exactly interests you:
1. On what can something like this be done?
2. How to establish interaction with the map so that users themselves can leave tags, but at the same time they are not immediately added to the map, but go through some kind of pre-mod?
3. Legends, label style - via CSS or Yandex.Maps API?
4. How to focus the map on the user's location?

Very general, as far as I understand.
1) Javascript + maps API (Google or Yandex, maybe some kind of library, like leaflet) + backend system for the server side (php/ruby/python from some kind of database, for example, PostgreSQL or MySql).
2) Read the API + interaction with the backend.
3) And then, and then, we read the docks by api :)
4) There are also in the docks, you can request permission to determine the current location of the user.
