Soldering skills may not be enough. Go read Hobot and Rubord with branches for repairing hard drives, here in the comments it’s all just physically impossible to write.
The only thing that can help reanimate is to replace the board.
So you need to look for a board from the same disks. On aliexpress they sell boards for disks, you can see it there.
If replacing the board does not help, then the maximum that can be done is to restore data in special places, but this is not a cheap occupation.
If there is something valuable on the disk and there is no backup, take the disk for data recovery and hope for the best. If there is nothing of value - buy a new disk and forget about the question
