Have encryption viruses appeared that cannot be decrypted in principle?

Is the information true :
"the transfer of funds to attackers is not a guarantee that the databases will be decrypted. A copy of the malicious software used to encrypt databases does not always include the ability to decrypt in principle"
That is, the situation has changed radically - files are not encrypted , but they stupidly damage, extort money, and "throw" suckers who did pay this money?

For encryption, quite normal programs are used, for example, pgp, but usually they use rar, which simply packs files into an archive with a long password. The file with the password is closed on the public key. Actually everything.
It's just archiving.
