Hardly, consider that each phase needs its own meter and power unit. So take that "small device" and multiply in size by 3.
Large dimensions are justified by high power. 11kW is not quite the usual consumption.
In your case, take Mercury for three phases with an optoport or rs-485 or irDA. And buy a radio modem for it, there are factory ones, there are also homemade ones. Through it you can get everything you need.
