Has anyone encountered the error "Sorry, this merchant does not accept payments in the currency you are using"?

Hello.
We try to accept dollars via paypal, form a payment with currency usd, ask foreign friends to pay and get the error "Unfortunately, this seller does not accept payments in the currency you use.". Has anyone come across?
