Has anyone encountered setting up VPN L2TP via Beeline on a penguin?

The situation is as follows:
- Configured VPN L2TP on Ubuntu 20;
- I successfully pass authorization through VPN;
- But with the speed of the Internet, everything becomes super bad, resources on the Internet become unavailable, as the browser crashes with a timeout error;
- Beeline provider (connected RJ to PC from router);
- I tested the VPN through a mobile provider (not a beeline), everything works perfectly;

Hence the questions. What does beeline do with my poor traffic? Is it possible to fix this? If so, how?

As a result, I settled on the fact that the beeline uses L2TP for transmission on the Internet, tried to push my own over their L2TP: first on one device (changing ports), and then through a router, the result is one = only one L2TP worked .... I tried I can find some info here, but there is nothing related to my problem
.
In general, change, there will be answers to throw. Pts additional info on L2TP is interesting, except for the one that I have already found.

Beeline has been working for me and my colleague without L2TP for the last year - try without it.
